Police investigate an apartment building on North 2nd Street in Bismarck after a meth seizure

Three People Face Meth Distribution Charges After Police Find More Than Three Pounds in North Bismarck Apartment Search

Posted on October 31, 2026

BISMARCK, ND — Three people are facing drug charges after Bismarck police say a search of a north side apartment building turned up more than three pounds of methamphetamine. Investigators served a federal warrant at a property on North 2nd Street and searched three separate units inside the building.

Police say the case involves allegations of possession with intent to distribute and conspiracy to deliver meth. The arrests add another chapter to local drug enforcement efforts in the city, where large seizures can quickly become the basis for serious felony charges.

Federal warrant leads investigators into three apartment units

According to Bismarck police, the search happened after investigators secured a federal warrant. That step allowed officers to examine three units in the North 2nd Street building rather than limiting the search to a single apartment.

The department has not described what prompted the warrant, but the operation ended with a seizure that police say exceeded three pounds of methamphetamine. In drug cases, the amount recovered can matter as much as the location, especially when prosecutors consider whether the evidence supports distribution charges instead of simple possession.

Authorities have also not released a detailed account of how the investigation developed before the warrant was executed. Even so, the use of a federal warrant suggests the case had progressed beyond a routine street-level encounter and into a broader investigation.

Three defendants identified in the case

Police identified the three people facing charges as 39-year-old Clarence Taylor, 56-year-old Sandra Schulte and 55-year-old Otis Lewis. Each is accused of possessing methamphetamine with intent to distribute and of conspiracy to deliver meth.

Those charges indicate investigators believe the drugs were not just being held for personal use. Conspiracy allegations can also point to coordination among multiple people, though police have not publicly outlined each person’s alleged role in the case.

The ages released by police show the defendants are all adults with a wide spread in life stage, but authorities have not provided additional background on their relationships or whether all three were inside the building when the search took place.

More than three pounds of methamphetamine recovered

Police said the search produced more than three pounds of methamphetamine, a quantity that stands out in a local arrest. Large recoveries like that can shape both charging decisions and the seriousness of the case moving forward.

Law enforcement has not said whether any other drugs, weapons or cash were found during the search. It also is not clear from the department’s public update whether the meth was found in one unit, spread across several units, or linked to all three defendants in the same way.

For investigators, the amount alone may be enough to support claims that the drugs were meant for distribution. Prosecutors would still need to prove those allegations in court, but the reported seizure gives the case a significant factual foundation.

What charges the three suspects now face

Taylor, Schulte and Lewis each face two charges: possessing methamphetamine with intent to distribute and conspiracy to deliver meth. Those are among the more serious drug offenses in a case like this because they move beyond possession and focus on alleged trafficking activity.

Bismarck police have not announced court dates or said whether any of the three have entered pleas. The department’s statement also does not include details on defense representation or whether the defendants remain in custody.

At this stage, the case appears to be centered on the evidence collected during the search and the relationship, if any, among the people charged. Additional details would likely come through the court process rather than through the initial police release.

North side search underscores continuing drug enforcement efforts

The investigation unfolded in a North 2nd Street apartment building, placing the case in a part of Bismarck that police do not often single out in public statements. While officials did not describe the neighborhood in broader terms, the location shows how drug investigations can surface in ordinary residential buildings.

The seizure also reflects the way local police and federal warrants can intersect when officers believe a case may involve a larger network or a more significant quantity of drugs. In this instance, investigators used that process to search multiple units and connect the evidence to felony charges.

Police have not said whether the investigation is over or whether other people could still face charges. For now, the case remains focused on the three defendants and the methamphetamine recovery that triggered the arrests.
